First version of ntpmon

The first crude version of ntpmon has landed in the tree under
ntpclients/.  It needs to be able to see the Python ntp library.

At present, a long MRU list will push the peers display offscreen.
I expect to fix that soon.

What summary information should go in the status bar?  Presently it's
just the version info from ntp.util.stdversion().

Creative suggestions about use of color and highlights will be welcome.
