Lot's of people say they do it, plus I'm getting complaints about
NTPsec build failing on ARM.  Until I get a RasPi buildbot the
cross compile is the best way to test ARM.

I'm not saying there is not a waf bug, but my immediate problem is
that for waf to compile the test.c program with libpython2.7.a and
I do not know where to get that library build for armhf.
