I'm pretty much in agreement with Hal on his shopping list.  Some like
the Odroid better because it does not have the binary blobs needed for
the Pi, but otherwise similar specs and price.  On the flip side older
Pi's are better distro supported than older Odroids are.  That may continue
going forward.

The Beagle Bone Black guys make a case for their board, which is also
HAT campatible.  I've never tried one.

If you can solder, the GPS HATs are pretty similar, I just like the one
above because a lot of people should not solder.  I know a lot of techs
that say no engineer knows how to solder.  Your choice.
