I had fluffed a modification of a display function in the ntptime code
in a minor way.  A regular on my blog spotted the symptom.  Now fixed.

Also, a concrete step towards TESTFRAME today; adjtime(2) calls are now
interceptable.  Hal should live-test to make sure I didn't bust anything,
but this change seems pretty safe.
