Web page quirks: anchors for #tag missing

Near the top of conf.html, there are several links like this:
  confopt.html#pool
They don't work.  The anchor is missing.

I tried fixing them, but it didn't work.  It looks like [[anchor]] doesn't 
work inside lists or something like that.  Any asciidoc wizards willing to 
take a look at this?  (I'll do the edits if somebody tells me what to do.)

Is there a tool for checking links?

Just out of curiousity...

If asciidoc does the right thing on one platform, what are the chances it 
does something else on a different system?  Does buildbot need to do 
something in this area?
