ntpdsim status and question

I don't see any clean solution.  The tangle with adj_systime and step_systime 
in libntp is not the worst problem.  If you build with SIM enabled, aside 
from making a special libntp you also end up with broken versions of several 
modules in ntpd so you can either build ntpd or ntpsim.

I'd probably try hacking the waf stuff to skip building anything else if it 
was building ntpsim.

If you put SIM into config.h, you can delete libntp/systime_s.c
