✘NTPSec next release

Yo All!

NTPSec is overdue for a release, and Hal would like to get it done
quickly so we can get back to some larger improvements (TSIP, crony
sockets, formatting, logging, etc.)

If anyone has something that needs fixing this cycle, speak up now!

And please everyone, go forth and test!  If no show stopper is found by
Friday, I suggest a release this weekend.
